How Frank's Retirement Hurts Democrats and Helps Republicans (ContributorNetwork)

COMMENTARY | When Rep. Barney Frank, D-Mass., announced today he would retire at the end of his current term, it was a serious blow to the Democrats. As a former political consultant, I know the damage of this retirement goes beyond the committees he sat on or the legislation he attempted to pass. One of the major faces of the party is turning off the lights and going home.

Frank is someone people have gotten to recognize over the years due to the fact he is often a guest on news shows. At times, he has been a voice of the Democrats and has been the go-to-guy in stressful times for his insight. He has gained a reputation for being quick on his feet and strong in his resolve. While I rarely agree with the congressional leader, I have always respected him.

People feel comfortable when they see commentators on the news they recognize. There is something odd in the human psyche that causes us to be more likely to trust people we recognize over those which are unfamiliar to us. With Rep. Frank moving on, the Democrats lose one of those familiar faces that people have learned to trust, or at least semi-accept.

At the same time, Frank works with many of the younger Democrats in Congress and has helped them stay firm in their resolve. These up-and-coming politicians will wake up tomorrow to the reality of one of their leaders giving up on the system. What does this tell them about the future of the Democrats in Congress?

At the same time, since he is walking away due to the redistricting, this may cause some of the other leaders in Congress to become convinced to do the same. Frank thinks the next election will be too difficult due to the redistricting in his state. How many Democrats will become discouraged by the redistricting in their states and place an undue amount of concern on the issue?

Even if Frank's seat goes to another Democrat, the Republicans can still chalk up a win. With one of the loudest voices in Congress being silenced, the Republicans are able to gain more strength. Instead of worrying about battling Frank, now they can focus on whoever had the best chance of carrying his torch.

RIM to offer security features for iPhone, Android (Reuters)

TORONTO (Reuters) ? Research In Motion is introducing a software tool that gives corporate customers the option of linking employees' personal iPhones to the BlackBerry network without compromising security.

The move, announced on Tuesday, is RIM's first tangible acknowledgment that it has lost its iron grip on the corporate smartphone market and must accommodate the growing preference of workers for Apple and Google's Android devices. Its battered shares jumped on the announcement.

"It's not an admission of guilt - it's a necessary evil," Suquehanna analyst Jeff Fidacaro said.

RIM's Mobile Fusion service is designed to give the Canadian company the leading role in managing corporate communications, whether over the BlackBerry or a rival device.

"What our enterprise customers are looking for, and the opportunity for us, is to become the de facto platform," Alan Panezic, RIM's vice-president for enterprise product management, said in an interview ahead of the announcement.

Taking a first, tentative step to offer its network services independently of its own devices, the company could develop a fresh source of revenue to offset a shrinking market share in handsets.

Indeed, success with the strategy could encourage RIM to focus more and more on services rather than devices.

RIM's often-volatile stock closed 5.4 percent higher at $17.37 on Nasdaq and up 5.5 percent at C$17.95 in Toronto. It still down more than 70 percent this year following a string of delayed or botched product launches, and disappointing quarterly results.

RIM's BlackBerry was for years the preferred device for businesses and government agencies, who treasured its encrypted data and distributed the device to millions of workers needing secure, round-the-clock email access.

But many workers now prefer using their own Apple and Android-powered devices to access corporate emails, raising security questions for corporations, which RIM hopes to address with the new software.

"While a positive step, the larger challenges remain RIM's need to narrow competitive gaps in its handsets," RBC Capital Markets analyst Mike Abramsky wrote in a note to clients. He pointed to RIM's software deficiencies and limited content and applications available on its devices.

RIM's slice of the lucrative U.S. smartphone market fell to 9 percent in the third quarter, down from 24 percent a year earlier, according to research firm Canalys. Globally, the report placed RIM in fifth place, with 10 percent market share, compared with 15 percent a year earlier.

DUE BY LATE MARCH

Mobile Fusion, due in late March, will allow corporate information technology staff to set and monitor rules for passwords, apps and software on a range of devices, including Apple's iPad and iPhone, and smartphones using the Android operating system.

A company can remotely lock or wipe a lost or stolen device, a key selling point for security-conscious corporations that may have been wary of shifting away from the BlackBerry.

"We will take full advantage of whatever security capabilities are provided by the core operating system. We're not going to hold that back in any way, shape or form," Panezic said.

Mobile Fusion will include and extend existing BlackBerry Enterprise Servers, or BES, behind corporate firewalls.

Panezic said the software will manage RIM's PlayBook independently from a BlackBerry after the tablet - which has yet to gain traction with either businesses or consumers - receives a long-awaited software upgrade, due in February.

He declined to give any pricing details for the Fusion service, but said it would be competitive with rivals.

"It will help stem the tide of those companies that may have considered eliminating their BES but it won't help sell more phones," said Gartner analyst Phillip Redman. "That's what they really need to do."

"RATTLE SOME CAGES"

RIM has recently launched touchscreen devices using its legacy BlackBerry operating system as it works to put the QNX software powering the PlayBook on to a new generation of phones from early next year.

The new software follows on from the acquisition of device management company Ubitexx, which RIM announced in May.

Smaller companies such as Good Technology, MobileIron and BoxTone already offer device management as companies fret about leakage of sensitive commercial information via their workers' personal, non-BlackBerry devices.

"This will definitely rattle some cages" among firms that filled a niche by securing and managing iPhones and other non-BlackBerry devices for corporations, Forrester analyst Christian Kane said.

Panezic said customers had requested a solution to handle Apple and Android devices, but RIM would consider adding support for other systems, such as Microsoft's Windows Phone, if it saw enough demand.

Bulk of pregnancy slows down dolphins

The extreme physical changes that come during pregnancy may be most evident in humans, but they plague other animals as well. New research shows that pregnant dolphins are so hefty the increased drag on the body makes them swim slower.

"They have this huge body and that creates a large frontal surface area and that drag is going to pull at them," study researcher Shawn Noren of the University of California, at Santa Cruz, told LiveScience. "Swim performance is lower as well."

It's possible that this extra effort to swim fast could have an impact on the species' survival. If the pregnant dolphins can't escape predators or keep up with their group when chased by tuna fishermen, it could explain why the population isn't rebounding as quickly as expected, Noren said. (Groups of dolphins and groups of tuna tend to live in close proximity, so tuna fishermen chase down dolphins to get to the tuna that usually live below them.)

Noren filmed two pregnant dolphins at Dolphin Quest in Hawaii. They were nearly full term. She compared these videos with video taken two years after the pregnancy and found that not only did the larger fully pregnant females produce more drag as they swam through the water, their swimming technique was also altered.

An analysis showed that by having a greater surface area due to their pregnant bellies, which meant more water for the dolphins to push out of their way as they swam, the drag on their bodies increased by about 50 percent compared with their svelte, non-pregnant state.

"When this animal is not pregnant it can swim exactly twice as fast and get the same drag," Noren said.

Because of where the baby dolphin sits (near the mama's tail) during development, the mothers also didn't have as much flexibility at near full term. They couldn't flip their tails up and down as far as they could after giving birth, so they compensated by flipping their tails about 14 percent more often.

"That whole second half of the animal's body is what the dolphins use to swim, and that fetus is sitting back there toward the back part of the tail," Noren said. "We measured the same animals after birth (of their baby), and they were moving their tail flukes higher when they weren't pregnant than when they were."

Predator chases
These weighed-down mamas might have more trouble outrunning predators (or tuna fishermen) in the wild. Noren notes that their wild predators, which include sharks and some whales, can reach speeds faster than these pregnant dolphins and so might be able to overtake them in a chase.

During these chases, fleeing either aquatic or human predators, young, sick or pregnant dolphins may lose their group, which, Noren said, "could explain why the population isn't recovering at the expected rate."

This kind of pregnancy drag is likely present in every animal. Birds and land animals (and even insects) need to fight against gravity to keep moving, and as they grow larger this gets more difficult.

"Every animal has shown reduced performance (during pregnancy) and becomes quite sedentary," Noren said. Not many studies have been able to show exactly how much of a drag pregnancy can be.

The study was published Thursday in the Journal of Experimental Biology.

MANILA, Philippines ? An army general says kidnappers have abandoned two South Korean businessmen as troops closed in on them in the restive southern Philippines.

The gunmen had been holding three South Korean businessmen. The first, Choi Inn-so, was released Friday, apparently because he fell ill.

On Saturday, the other two were found in Lanao del Norte province. Army Maj. Gen. Noel Coballes says Wu Seok-bung and Kim Nam-du were weak and starving when troops found them.

Coballes said Sunday that a Filipino guide seized with the Koreans on Oct. 21 was reportedly shot in captivity, but that troops would continue to look for him and the kidnappers. The group were checking on a mining investment and had failed to return to their hotel.

Coballes said officials negotiated with the kidnappers, but that no ransom was paid.
